First phase of huge housing scheme next to A38 tipped for green light

The first phase of a huge Derbyshire housing development looks set to be given the go-ahead.

Back in 2016, Belper-based Peveril Homes successfully applied for outline permission to build up to 600 properties on the 125-acre Lily Street Farm, in Derby Road, Swanwick, near Alfreton, close to the junction with the A38.

Last summer, the company submitted detailed plans to Amber Valley Borough Council for the first phase of the development, comprising 157 properties.

Now, those plans are set to be considered at a meeting of the borough council’s planning committee on Monday - and planning officers have recommended the scheme be approved.

A report compiled by the authority’s planning department for the meeting, says: “The application raises no issues in respect of highway safety, trees, residential amenity or ecology.

“The public benefits arising from the scheme are significant and outweigh the ‘less than substantial harm’.

“The design of the proposal represents good design having regard to the National Planning Policy Framework.

“As such, the proposals constitute a sustainable form of development, which has no technical issues associated with it and the application is considered acceptable.”

Out of the 157 homes, which would be built across 23 acres, 33 would be “affordable homes” and thre would be a mix of house types, formats and sizes.

Planning documents submitted to the borough council by Vista Architecture and Urban Design, on behalf of Peveril Homes, say: “A variety in dwelling scale is proposed. The majority are two-storey units.

“However, the development also includes a number of three-storey dwellings to provide greater interest in the street scene, as well as providing visual stops to key vistas throughout the lay-out.

“A limited number of single-storey dwellings are included to meet the requirement for affordable dwellings within this phase.”

Once completed, as well as creating hundreds of new properties, the whole development will also include commercial units, an 80-bedroom hotel, a pub/restaurant, convenience store, primary school and creche and a doctors’ surgery.
