A senior officer at Derby City Council will get in the region of £20,000 back pay after his salary was finalised - almost two years after he took up his post.
In October, 2015 the posts of strategic director of adults and strategic director of children’s were merged following a management restructure to form the post of strategic director for people services.
The pay range for these posts prior to the amalgamation was £108,084 to £118,890.
Based on advice from an external recruitment adviser, the council advertised the combined role to candidates at £127,000 because of the increased range of responsibilities.
Recruitment took place in late 2015 when internal candidate, Andy Smith, was appointed to the post from March 1, 2016.
But because the council’s pay policy was not updated at the time, Mr Smith has remained on the original pay he was on as strategic director for children’s services before the roles were combined.
A report going to the council’s personnel committee on Thursday recommends that the pay policy is amended to what was advertised and promised the candidate orally and that the current post-holder will receive the higher salary and that it is back-dated to the original start date in March 2016.
The report also says that the council’s wage for similar roles around the country – even for non-combined roles is “behind the marketplace”. For example the director of people at Wolverhampton City Council is paid £133,136 a year and director of children’s services at Gloucestershire County Council, £136,000.
The departure of chief executive Paul Robinson next month will see Mr Smith become will be acting deputy chief executive, while Christine Durrant becomes acting chief executive until a new person is appointed to fill the top job in the summer.
No-one involved in the issue wished to make any further comment.
The meeting will take place in the Council Chamber at Derby Council House from 10.30am.
