Shop owners in Derby Road fear for their future after the city council confirmed it would replace some nearby parking spaces with a cycle lane.
Nottingham City Council has put a notice up on lamp posts notifying residents and businesses of the changes.
The scheme is similar to one enforced at the Victoria Embankment, where motorists are no longer able to drive through part of the site, to encourage more people to walk and cycle.
But Derby Road shop bosses, who claim they were not notified of the decision, said the scheme could cripple business which rely on those parking spaces to draw people into their stores.
