Solihull-headquartered Tarmac fell to a pre-tax loss during its latest financial year because of "political and economic uncertainty".
The building materials company has reported a loss of £3.1m for the 12 months to 31 December 2019, down from a profit of £28.7m it achieved in the prior year.
Its turnover remained static at £2.12bn.
A statement signed off by the board said: "Political and economic uncertainty had a negative impact on the company's trading environment throughout the year resulting in volumes in the aggregates and asphalt business finishing behind the prior year.
"These challenging market conditions, together with high levels of input cost inflation, offset progress on performance improvement initiatives.
